Pensions Administration reprocurement FBC

Requirement The NHS Business Services Authority’s (NHS BSA) reprocurement of the pensions administration service programme underpins the running of the NHS Pension Scheme and is a high profile piece of work. As part of a long term assignment with the (NHS BSA) and the Department of Health and Social Care (DHSC), we were engaged to produce a Full Business Case (FBC) for this reprocurement which needed to strictly follow a 5 case model and be compliant with HM Treasury Green Book guidance.

Delivery The nature of the programme’s delivery solution evolved on a continual basis meaning that each business case was required to address differing approaches whilst maintaining total focus on the mission critical objective of paying NHS pensioners. The disaggregated model currently being implemented involved significant insourcing of activity to the NHS BSA and a series of procurement activities for the numerous support services.

The FBC was produced in a collaborative manner with the NHS BSA engaged in benefit, risk and financial workshops. There was also strong partnership working with NHS BSA programme staff on drafting specific aspects of the FBC, specifically the commercial and financial cases.

Delivery included:

  • Developing a business case delivery plan.

  • Authoring an entire 5-case FBC.

  • Detailed cost models for both the economic and the finance Case.

  • Risks and benefits workshops with stakeholders.

  • Full economic, qualitative and societal evaluation of benefits and risks.

  • Delivery of 5-case model training to stakeholders.

Result The FBC development resulted in a document and supporting cost model that received positive feedback from the NHS BSA itself, with the feedback from the IPA team at their Gate 3 (Investment Decision) review also being exceptionally positive. Collaborative FBC development with the NHS BSA ensured the FBC passed the approval processes without any significant requirement for enhancement.
