Business Change and Transition Management

Requirement The Education and Skills Funding Agency (ESFA) underwent an extensive restructure whilst implementing an organisation-wide transformation programme. They required a preferred supplier for business change and transition management services to support this programme and to provide a number of resources to multiple programmes. A framework agreement that allowed rapid resource deployment through a managed service approach was needed to enable the ESFA to focus on core business whilst the day-to-day resource issues were managed.

Delivery During our engagement we provided a number of resources whose skills were exactly tailored to the ESFA’s requirements and delivered the following services to multiple high profile IT transformation programmes across the ESFA:

  • Business Change Management: Organisational strategy design. Organisational wide business process re-engineering to determine new operating processes and organisational structures. Designing programmes of business change to align with the multiple methodologies. Establishing and managing national change networks.

  • Benefits Management: Design and implementation of benefits management frameworks. Calculating relative value of spending objectives. Benefits analysis and categorisation. Scorecard development for pre/post release monitoring.

  • Stakeholder Engagement and Communications: Stakeholder analysis using influence and interest grids. Developing/managing communications plans and materials. Integration with Government communications protocols. Managing national communications

  • Training Strategy Development and Implementation: Organisation wide training needs analysis. Development and implementation of training strategies and plans. Development of classroom and e-learning training module. Quick reference guides, training videos and user guides development.

  • Model Office Set Up and Management: Business audit for use in supplier specification and roll out requirements. Business preparation through change network development/ management. User readiness through pre deployment familiarisation and training. Post roll out user support. Business readiness surveys. Training plans development.

  • Transition Management for IT Service Delivery: Aligning 3rd party implementation plans to agency transition approach. Ensuring integration steps are achieved prior to implementation. Contingency planning for transition failures.

  • Business Case Development: Value for money (VFM), net present value (NPV) and equivalent annual cost (EAC) analysis when assessing cost appraisal options. Single and multi-point probability, sensitivity and risk quantification analysis. Green Book 5 case model and GDS compliant.

Result We completed on time and to the ESFA’s satisfaction and were subsequently reappointed as the preferred supplier for business change and transition management services following a competitive exercise.
